Social media management in Toronto typically costs anywhere from a few hundred dollars to several thousand dollars a month, depending on who does the work and how much content is involved. A 2024 survey of more than 100 social media managers put the average monthly retainer for three platforms at about US$2,100. Hiring in-house is a salary instead of a fee: PayScale puts the average social media manager in Toronto at C$57,623 a year.
The range is wide because “social media management” can mean scheduling five graphics a week, or it can mean running content, community and paid ads together. Below are the real reference points for each option in Canada, what moves a quote up or down, and the line item most quotes leave out: ad spend.
What an in-house social media manager costs in Toronto
Salary data for this role depends heavily on the source, mostly because the title covers everything from a junior coordinator to a marketing lead.
- PayScale: an average base of C$57,623 in Toronto, with a range of roughly C$39,000 to C$98,000, from 47 salary profiles.
- Indeed: an average of $26.22 an hour in Toronto from 66 reported salaries, with a typical range of $18.81 to $36.56.
- Job Bank: the federal wage data for social media managers shows a Toronto region median of $57.69 an hour. It sits under NOC 10022, the advertising, marketing and public relations managers group, so it reflects management-level pay, not a coordinator posting.
Salary is the start, not the total. In Ontario, employees with under five years of service are owed at least 4% vacation pay, and employers pay 1.4 times the employee’s EI premium. Add CPP contributions, benefits, a phone, a laptop, editing software and scheduling tools.
You also get one person. Very few people shoot, edit, write, answer DMs, run ads and report well on all of it. If you hire in-house, budget for the gaps, whether that’s a photographer a few times a year or outside help with ads.
Freelance social media manager rates
Freelancers price by the hour or by a monthly package. Two benchmarks are worth knowing:
- HeyOrca, a Canadian social media software company, surveyed more than 100 agency and freelance social media managers in 2024. The average monthly retainer to manage Instagram, Facebook and LinkedIn for one client (three posts per platform per week, 5 to 10 hours of community management, plus reporting) was US$2,107.14. The average hourly rate across respondents was US$66.96, and freelancers with seven or more years of experience averaged US$92.23.
- Upwork’s cost guide shows median hourly rates of US$14 to US$35 on its marketplace, drawn from contracts worldwide. Its sample monthly rates for intermediate, U.S.-based specialists put small business account management on two channels at US$400 to US$2,000.
That Upwork floor is a global marketplace number. A Toronto freelancer who can come to your space, shoot Reels and knows your neighbourhood isn’t competing with it, and shouldn’t be.
Freelancers work well when the scope is tight: one or two platforms, a steady posting rhythm and an owner who can supply some of the content. The risk is capacity. When they’re sick, fully booked or move on, your accounts go quiet.
What social media agencies charge in Toronto
Most Toronto agencies sell a custom monthly retainer and quote it after a scoping call, which is why published pricing is rare. 2POINT’s Toronto pricing guide lists social media management at $1,000 to $4,000 a month, retainers for ongoing support at $2,000 to $10,000 and agency hourly rates of $100 to $300. Treat any agency’s own figures, that one included, as a reference point, not a market survey.
The higher end of a retainer usually buys more production: on-site content days, a photographer and editor, Reels shot for the platform instead of recycled, strategy and creative direction, community management, monthly reporting and paid social. You’re paying for a team and a process, not a block of hours. For a closer look at that scope, read what a social media retainer includes.
What drives the price up or down
In HeyOrca’s survey, 93% of respondents named scope of work as a top pricing factor, 68% named the number of platforms and 52% named experience. Upwork’s guide lists similar drivers, adding the volume of comments and messages to handle and how much original content you need. In practice, quotes move on these levers:
- Content production. Shooting is the expensive part. One content day a month costs less than weekly shoots. Supplying your own photos lowers the price, and usually the quality.
- Posting volume and format. Twelve Reels a month is far more work than twelve static posts. Edited video takes the most time.
- Platforms. Each platform needs its own formats and its own community. Instagram plus TikTok is two jobs, not one.
- Community management. Replying to comments and DMs every day is ongoing labour, and faster response times cost more.
- Paid ads management. Building, testing and optimizing Meta campaigns is a separate skill and is usually priced as its own line.
- Extras. Creator partnerships, events, launches and campaign shoots are often scoped separately.
Ad spend is a separate line
A management fee pays for the work. Ad spend pays Meta. When you run Instagram or Facebook ads, you add a payment method to your ad account and Meta charges it based on impressions, either automatically when you reach a payment threshold and on your monthly bill date, or from funds you’ve added in advance. A quote of a set amount per month from an agency or freelancer almost never includes the money behind the ads themselves.
Ask every provider two questions. Is ad management included? Is ad spend billed to your card or theirs? Keeping the ad account in your business’s name means you keep the data and the history if you ever switch. How much to put behind ads is its own decision, covered in how much to spend on Meta ads.
Freelancer, in-house or agency: which fits
- Freelancer: a tight budget, one or two platforms and an owner who is happy to help with content.
- In-house hire: enough daily content and community work to fill a full-time role, plus budget for tools, training and cover when they’re away.
- Agency retainer: you need production, strategy and ads handled together, and you’d rather manage one relationship than three contractors.
Whichever way you go, compare quotes on deliverables, not totals. Count the content days, the Reels, the platforms, the reporting and whether ads are managed. Two quotes with the same monthly number can describe completely different amounts of work.
